(CNN) -- America's response to the most dangerous security crisis Europe has faced in decades has been all speeches and symbolism with no actions of substance.
On Wednesday, President Barack Obama hosted Arseniy Yatsenyuk, the new interim Ukrainian Prime Minister, for lunch at the White House, supposedly a thumb in the eye of Russian President Vladimir Putin and a sign of America's commitment to Ukrainian sovereignty.
On Thursday, Secretary of State John Kerry announced that the U.S. will take "very serious" steps if Russia does not back down by Monday from its attempt to annex Crimea.

But while the White House was serving lunch and the State Department was issuing stern warnings, the President was also refusing to lift a finger to actually deter Putin's aggression. According to The Wall Street Journal, the Obama administration, "wary of inflaming tensions with Russia," has refused to act on Ukraine's emergency request for military aid, including arms and ammunition, except to send military rations.
Officials in Kiev estimate that Putin has amassed 80,000 Russian troops on the Ukrainian border, and we are worried about "inflaming tensions"? When will the administration put its might where its mouth is: When Kiev is in flames? Or never?
As for Yatsenyuk, whose visit symbolized our solidarity, well Obama hopes you had a nice dessert, because we're not going to give your country the weapons it needs to defend itself.
Theodore Roosevelt is famous for a foreign policy he summarized as "speak softly and carry a big stick." Obama's foreign policy is closer to "scream loudly and carry no stick."
It's no wonder Putin has concluded that he's unlikely to face serious consequences for his imperial adventure. The U.S. did nothing when he invaded Georgia in 2008. More recently, we did nothing after the Syrian regime violated the "red line" Obama had established regarding the use of chemical weapons there. (Recall Kerry's offhand reference to inspections became the pretext a day later for backing off the pledge.)
Putin doesn't take the words of Obama or Kerry seriously because their words aren't serious. The speeches are gestures -- much like the President's Wednesday luncheon -- and their relationship to action is nonexistent, as the administration's refusal of Ukraine's aid request makes quite clear.
The fact is anything short of providing arms and intelligence to the sovereign Ukrainian government is unlikely to deter Putin. Clearly, we do not need American boots on the ground in Ukraine, a step we would both oppose. But if the U.S. wants to stop Russia's dangerous incursion into Eastern Europe, we have to raise the cost. Not just talk about potentially raising the cost at some point in the future once Russia has swallowed half of Ukraine and stationed tens of thousands of troops there.
Unless the President is willing to back up his words with military aid, he's not serious about stopping Putin's armed aggression.
In addition, the President should immediately issue an executive order approving the export of American natural gas to 20 countries that are awaiting bureaucratic approval. The highest priority should go to approving exports to Europe, where in many places, Russia has a near-monopoly on natural gas.
Furthermore, the President should issue an executive order approving 24 pending liquefied natural gas facilities that have been delayed by bureaucratic red tape.
This would be a serious blow to the Russian economy that would impose a real cost on Putin's foray into Ukraine. National emergencies justify actions that would not be taken in quiet times. A Russian invasion of Ukraine will create conditions that the President himself in his first executive order about sanctions called a national emergency.
No one should doubt the seriousness of the events in Eastern Europe.
Russia is threatening to forcibly take over the territory of a sovereign state. Taking over Crimea, which was historically Russian and has a substantial Russian majority, has already been described by Obama and Kerry as unacceptable and very dangerous. Russian occupation of the rest of Ukraine would be a vastly more threatening and more aggressive action.
The situation calls for more than talk. If Putin discovers that once again the West will do nothing to stop his aggression, he might be reckless enough to test our resolve in Latvia, Lithuania or Estonia -- NATO members that we are bound to protect with military force. Trouble there could "reset" us right back to direct warfare with Russia. That would be a disaster and very, very dangerous.
It's past time for the United States to help Ukraine.
Indeed, passivity is the path most likely to lead to war. The Obama administration should grant the request for military aid immediately -- before it's too late for deterrence.

As the Liverpool supporters danced and sang at the Theatre of Dreams, the nightmare continued for Manchester United manager David Moyes.
A crushing 3-0 victory over United was the least Brendan Rodgers' side deserved as it outclassed and outfought an insipid and pitiful United.
Two goals from Steven Gerrard, both from the penalty spot and a Luis Suarez strike, condemned United to defeat and gave yet more credence that Liverpool is a serious title contender.
Liverpool, which sits four points behind leader Chelsea with a game in hand, was a class apart on an afternoon where United's deficiencies were laid bare for all to see.

Last season, United finished 28 points clear of Liverpool on its way to winning the Premier League title.
Now, Moyes' side is 14 points behind and faces the embarrassment of not even managing to qualify for European football.
On Wednesday, United meets Greek side Olympiakos in the second leg of its last 16 Champions League tie needing to overturn a two-goal deficit to progress.
Failure would represent another disastrous episode in Moyes' reign since replacing Alex Ferguson at the end of last season.
Worse for United is the success of its greatest rival - Liverpool.
A fifth successive league victory was recorded with consummate ease as United's lack of cohesion afforded the likes of Suarez and strike partner Daniel Sturridge more room than they could ever have imagined.
Liverpool dominated the opening 45 minutes and went ahead when Rafael, already on a yellow card, handled inside the penalty area.
Rafael, fortunate not to be sent off, then watched on as Gerrard expertly placed the ball into the corner.
United, with Wayne Rooney, Juan Mata and Robin van Persie, all on the field, struggled to make any real impact.
Its only real opportunity of the first half came when Rooney's fierce effort was tipped away by Simon Mignolet in the Liverpool goal.

Quite what Moyes said to his players at halftime was unclear but he almost certainly not have expected what was to follow.
Just 24 second had elapsed when Phil Jones clumsily bundled over Joe Allen in the United penalty area and Gerrard swept home the spot kick.
United tried to respond and was unfortunate to be awarded a penalty when Glen Johnson appeared to handle.
Van Persie sent a header wide of the post as the home side attempted to gain a foothold in the game.
But any hope of a comeback should have been extinguished with 12 minutes to go when Nemanja Vidic was adjudged to have fouled Sturridge in the penalty area.
Vidic was shown a second yellow card and promptly dismissed but Gerrard could only hit the post on this occasion.
There was still time for Liverpool to appeal for a fourth penalty when Michael Carrick looked to have tripped Sturridge but referee Mark Clattenburg waved away the appeals.
Suarez should have added a third after outpacing the United defense but David de Gea produced a sublime save to deny the Liverpool striker.
But the Uruguayan didn't make the same mistake minutes later.
Sturridge attempted a shot from the edge of the penalty area and when the ball was deflected into Suarez's path, the forward coolly slotted the ball home.
The third and final goal sparked yet more jubilant scenes in the away section. "We're going to win the league," sang the Liverpool supporters.
Those chants may be premature but with Chelsea and Manchester City both still to visit Anfield, anything is possible.
"Make us dream" read the banner -- those dreams could yet come true.

(CNN) -- Andy Weir had given up on writing as a career at the age of 26 after agents spurned his novel about a jewel heist involving aliens "on the Planet Sephalon."
After burning through severance checks from his layoff by AOL, he went back to work as a programmer in Silicon Valley.
Ten years later, in 2009, Weir decided to try writing again, but just as a hobby. Keeping his day job at a mobile phone software company, he started posting a new book on a personal website, chapter by chapter as he wrote it. This time, there were no aliens and no imaginary planet.
Instead he crafted a story, set a few decades in the future, about an astronaut who mistakenly gets left for dead on Mars when the other members of his crew are forced to make a quick escape from the effects of a devastating sandstorm.
This book found an audience. People starting following the story and it attracted scientists, including some who e-mailed Weir and offered suggestions to make the book's excursions into physics, chemistry and biology true to science.
Today Weir's "The Martian" is on the New York Times hardcover fiction bestseller list and has been optioned by 20th Century Fox for a potential movie, raising the question: How does a space nerd with no track record as a writer craft a compelling work of science fiction?
Andy Weir posted his sci-fi book on the Web, a chapter at a time.
The book's hero, a cheeky astronaut named Mark Watney, possesses a self-reliance that enables him to jerry-rig NASA equipment in a suspenseful battle to eke out enough air, food and water to survive alone on Mars. In an interview with CNN, Weir said that his lead character is "smarter and braver than I am. The core personality that most people noticed -- that he's a massive smart ass -- that's basically my personality."
Watney finds ways to heal the injury that led his fellow astronauts to abandon him, thinking he was dead; to grow food in the "hab" module that is his home on Mars, to turn hydrogen and oxygen into water, to restore communication with NASA, and to drive his rover on the inhospitable Martian landscape far further than it was designed to go.
And yet critical life-support components keep failing, mishaps keep setting him back, and he keeps concluding that he's certainly about to die.
There's more than enough science and technology for the technically literate, and although he's never worked at NASA, Weir has gotten compliments for the accuracy of his portrait of an enormous bureaucracy's infighting as it struggles to save a man tens of millions of miles away. In the story, Watney's lonely struggle captures the attention of billions on Earth, even spawning a daily half-hour cable news program: "CNN's Mark Watney Report."
The book builds up the kind of narrative tension captured in the Oscar best-picture contender "Gravity," which Weir liked, even though it may have stretched the science. ("It doesn't have to be perfectly physically accurate to be entertaining. Nobody calls out the physics problems in 'Star Wars.'")
Yet accuracy is one of the things that gets cited in praise for Weir's book. Astronaut Chris Hadfield, former commander of the International Space Station, has said the book "has the very rare combination of a good, original story, interestingly real characters, and fascinating technical accuracy," according to Crown, the book's publisher.
Now 41, Weir is the son of a particle physicist -- his father double-checked much of the science in "The Martian" -- and an engineer. He got hooked on Asimov, Clarke, Heinlein and other classic science fiction writers by plucking their paperbacks from his father's shelf.
Predictably, Weir is fascinated by manned spaceflight and intrigued by the idea of a manned mission to Mars. But he's no fan of Mars One, the nonprofit that has gotten 200,000 people to express interest in being selected for a one-way trip to Mars, to take place in 2025.
Weir thinks the budget envisioned for the project is far too small and, "it would be basically a death sentence for the people who are going." He thinks a government-funded mission to Mars is far more likely but not for a long time. The after-effects suffered by astronauts on the International Space Station show the dangers of long-term space flight, he says. "There are a lot of pieces of the puzzle that we need to invent" to make for safe travel to Mars. Near term, he looks forward to a Chinese manned mission to the moon.
As for NASA, Weir says he's "disappointed by the state of our manned spaceflight program," especially the lack of a vehicle to replace the space shuttle. Would Weir want to fly on a space mission? "I am not a brave man ...I do not have the right stuff. Astronauts are really a cut above."
As a computer programmer, the closest Weir got to fame was as a member of the team that worked on the hit game "WarCraft2."
At his current job in Mountain View, California, Weir's bosses know the score, he says.

(CNN) -- Germany's Nico Rosberg ushered in Formula One's new era with a dominant victory in the Australian Grand Prix Sunday as defending four-time champion Sebastian Vettel and polesitter Lewis Hamilton were forced to retire.
Rosberg finished 24.5 seconds clear of Australia's Daniel Ricciardo, with rookie Kevin Magnussen in third, the first Dane to occupy a podium spot at a grand prix.
While Australia's Ricciardo could celebrate a stunning debut for Red Bull in front of his home crowd, his teammate Sebastian Vettel suffered a sorry opening to the season, retiring on lap six.
The German slipped back through the field after starting from 12th on the grid, unable to engage full power in his car before pulling out on lap six of 57 at Albert Park in Melbourne.

The same fate also befell Hamilton, who was passed by his Mercedes teammate Rosberg off the start and retired after only three laps.
A crash on the first corner saw Kamui Kobayashi's return to F1 with Caterham come to abrupt end, taking out an unhappy Felipe Massa in the Williams.
Massa's teammate Valtteri Bottas showed the car was competitive, charging through the field until he brushed the wall on the 10th lap.
Debris from the crash meant the safety car was deployed, although Finland's Bottas was able to recover to finish a fine sixth.
All the while the unflappable Rosberg was never under any serious challenge as he raced to his fourth career F1 victory.
He was quick to praise his team for giving him such a dominant car under the radical new regulations deployed for the 2014 season.
"What a car you have given me, what a car," he said on race radio as he celebrated.

Rosberg, whose father Keke won the 1982 world title, summed it up during the podium celebrations: "I took off from the start like a Silver Arrow and after that the car was really quick today."

Outside the podium positions, Jenson Button underlined McLaren's early pace by finishing immediately behind his teammate Magnussen in fourth, with two-time world champion Fernando Alonso battling for fifth for Ferrari.
Bottas, who lost lost his right rear wheel in his earlier crash, was able to limp back to the pits for new tires and worked his way back again to claim three more points than Williams managed in the entire 2013 season.
Veteran Brazilian Massa may well have also been prominent, but was left fuming by Kobayashi's early antics which left both of them in the gravel.
Japan's Kobayashi immediately took to Twitter to apologize for "messing up" but Massa was calling for a "big penalty" over the incident.

On a day when up and coming drivers such as Ricciardo and Magnussen were able to challenge the established F1 order, a new record was set by Daniil Kvyat of Russia.
His 10th spot for Toro Rosso meant at 19 year, 10 months and 18 days he became youngest driver to claim points in a grand prix, a mark previously held by Vettel.

Despite his early exit, Vettel took comfort from the performance of Ricciardo after Red Bull's early season testing had been blighted by difficulties.
"Although we have started on the back foot we have learned an awful lot, and when the package comes together we will be competitive," said the 26-year-old.

Hamilton knows his Mercedes is capable of racing at the front of the grid, but warned that all the teams were grappling with the big changes to the cars.
"This is a new era, this is what is happening. You can't expect us all to finish the race without a few problems," said the Briton after his retirement.
A total of 14 drivers out of 21 were officially classified in the race results, but all the teams will be working frantically before the second round of the championship in Malaysia in a fortnight.

(CNN) -- Roger Federer's revival is gathering pace.
The 17-time grand slam champion will seek his fifth title at the Indian Wells Masters event on Sunday, having breezed past 28th seed Alexandr Dolgopolov 6-3 6-1 in a semifinal lasting just over an hour.
"It was one of my best serving days ever," Federer told reporters. "When you are serving like that, everything seems easier. I was just going for it out there."
The Swiss veteran, who won his fourth title in the California desert tournament in 2012, will return to the top five in the rankings next week -- up three places.
He will next face a tougher test of his abilities against world No. 2 Novak Djokovic, who he beat last month on the way to winning the Dubai title, also on an outdoor hardcourt surface.
Federer, who has yet to drop a set this week, is seeking the 79th title of his illustrious career, and victory over Djokovic will put him fourth in the rankings.
Dolgopolov had been trying to become the first player ranked outside the top 30 to beat both Federer and defending champion Rafael Nadal in the same tournament.
"I was ready physically, mentally," said the Ukrainian. "I wasn't nervous much, but I wasn't sharp enough.
"My concentration was going away for maybe one, two points every game, and you can't afford to have that in these matches."
Djokovic, who won the tournament in 2008 and 2011, had to work a bit harder than Federer to beat 2012 finalist John Isner on Saturday.
The Serbian avenged his defeat by the big-serving American at the same stage two years ago as he triumphed 7-5 6-7 (2-7) 6-1 in a match lasting two hours 23 minutes.
He trails Federer 15-17 in their career meetings, but defeated him three years ago on the way to winning the title in the Coachella Valley.

(CNN) -- Jose Mourinho is the king of football gamesmanship, but his constant declarations that Chelsea's English Premier League lead is "fake" appear to be becoming a self-fulfilling prophecy.
Saturday's controversial defeat at Aston Villa allowed Manchester City to close to within six points, with three games in hand on the London club and a vastly superior goal difference.
City bounced back from the midweek European Champions League exit in Barcelona by winning 2-0 at Hull, despite having influential captain Vincent Kompany sent off in just the 10th minute.
Mourinho was also sent to the stands at Villa Park, following second-half red cards to Chelsea midfielders Willian and Ramires.
Willian's second booking seemed harsh, but -- after Fabian Delph put Villa ahead with a delightful backheel flick -- his fellow Brazilian deserved to go after a vicious tackle on Karim El Ahmadi.

Referee Chris Foy has now issued six red cards to Chelsea players in the last eight of the club's matches in which he has officiated -- and Mourinho was fighting to keep his feelings hidden afterwards in fear of being punished by the authorities.
"I prefer not to speak about the decisions. If I speak I am in big trouble," he said after his team's 14-match unbeaten run was ended by a Villa side that moved up to 10th place.
"The referees do what they do. They go home and they don't talk to the press, and they refuse even to exchange a couple of words, when one person like me -- that is in football for so long -- asks politely, 'Can you speak with me for five seconds?'
"I ask five seconds to make one simple question and I had no chance because I was sent to the stands.
"It's difficult to close the mouth, it's very difficult but I have to do it because I don't want to bring the game into disrepute."
Manchester City moved up to second place, but Liverpool and Arsenal could trim Chelsea's lead to four points on Sunday with victories in crunch clashes against rivals Manchester United and Tottenham respectively.
It was a difficult start to a big week for Chelsea, whose European Champions League hopes will be tested by Tuesday's visit of Galatasaray ahead of next weekend's home clash with Arsenal.
City host the EPL's bottom team Fulham next Saturday ahead of the Manchester derby at Old Trafford and a trip to Arsenal.
"I think it was a very good response from the team. It was a very difficult week," City boss Manuel Pellegrini said of his team's win after Kompany was dismissed for bringing down Nikica Jelavic.
"I thought before it was clear foul by Jelavic before Vincent did his foul -- but the referee didn't see it, he saw the foul of Kompany and he sent him off."
Everton closed to within two points of fifth-placed Tottenham with a 2-1 win at home to second-bottom Cardiff, and Roberto Martinez's team have a game in hand on the Londoners.
Southampton moved up to eighth with a 4-2 win over Norwich, while Newcastle dropped down after losing 1-0 at Fulham.
Stoke joined Villa on 34 points with a 3-1 win at home to West Ham, as former Nigeria striker Peter Odemwingie scored twice.
Sunderland stayed in the bottom three after drawing 0-0 with fellow strugglers Crystal Palace, but West Brom moved three points away from the relegation zone by winning 2-1 at Swansea.
The previous day West Brom sacked Nicolas Anelka after the former France international said he had terminated his own contract in reaction to the club's response to his fine and ban for performing a controversial "quenelle" gesture during a match in December.

(CNN) -- Marcel Hirscher may have come away from Sochi without a Winter Olympics gold medal, but the Austrian has confirmed his reputation as the most consistent men's skier on the World Cup circuit.
The 25-year-old clinched his third successive overall title on Saturday at the season-ending meeting in Switzerland, finishing fourth in the giant slalom.
It was enough to put him 131 points clear of closest rival Aksel Svindal Lund, who did not complete his first run.
However, Hirscher was overhauled in the giant slalom standings by Olympic champion Ted Ligety, who came from 50 points back to win the discipline for the fifth season, this time on a countback of most wins after they finished level.
"I need some time to process everything that happened today, it was a crazy race," said Hirscher, who was denied a double success when Germany's Felix Neureuther clinched third place on the final run by just 0.01 seconds.
"I'm really happy about the overall and am not really thinking about the GS cup at this point. The overall was my big goal this season and I couldn't be happier that I was able to defend it.
"I have to thank my team, I might have not been the easiest to deal with sometimes during the season but they have supported me all along."
Hirscher, whose only medal at Sochi was silver in the slalom, has the chance to win the World Cup title in that event on Sunday -- he trails Neureuther by five points.
Lund, who won the super-G and downhill titles, will not compete on Sunday in Lenzerheide.
"I am not as good now as I was earlier this winter and it's something to look at and make sure it doesn't happen next year. With the two speed titles I had a good season that could have been a great season," said the Norwegian, who left Sochi early after failing to win a medal, citing allergy problems.
Meanwhile, Olympic women's slalom champion Mikaela Shiffrin capped her fine season by winning the World Cup globe as well on Saturday, retaining her title in the discipline.
The American, who turned 19 on Thursday, claimed her fifth victory this season by a stunning 1.44 seconds to become the youngest woman to win it twice and the first from outside Europe.
It put her sixth in the overall standings, where the title was sewn up by Anna Fenninger on Thursday when the Austrian finished second in the super-G.
"I guess my secret is not letting people tell me I can't do it," Shiffrin said.
"Everybody thinks that this is impossible; you can't win a race by 1.4 anymore. You can't win the Olympics at 18. People say you can't a lot and I never listen to them."
Fenninger, who won gold in super-G at Sochi and silver in giant slalom, will seek to add another World Cup globe in the latter on Sunday.
The 24-year-old is 14 points behind GS leader Jessica Lindell-Vikarby of Sweden.

(CNN) -- There will be a Red Bull on the front row of the grid for Sunday's season-opening Australian Grand Prix -- but it's not four-time Formula One world champion Sebastian Vettel.
The German will be back in 12th place after a dramatic qualifying session on Saturday in which wet weather added to the uncertainty created by the radical design changes for this year's cars.
Vettel failed to make it into Q3 for the first time since 2012 as he suffered with engine software problems, but his new teammate Daniel Ricciardo shrugged off the champion team's preseason struggles by being second fastest behind Lewis Hamilton.
Hamilton is one of the early favorites for the title, and his Mercedes team lived up to its billing as Nico Rosberg qualified third ahead of McLaren rookie Kevin Magnussen and Ferrari's two-time world champion Fernando Alonso.
"Qualifying was a lot harder for everyone with the tricky conditions and it was a real challenge out there," said Hamilton, who won the 32nd pole of his career to move up to sixth on the all-time list and match the British record held by Nigel Mansell.
"We were on the edge with the tires and it was difficult to know which way to go at times. It's the first time I've driven the car on the limit in the wet, but it felt great and I'm so happy with the job the team has done," added the 2008 world champion, who was also fastest in Friday's practice sessions.
Vettel, seeking a record-equaling fifth successive title, took some positives from Red Bull's performance.
"I think we have made a big step forward with the car, but of course I'm not happy that we didn't make it to Q3," he said.
"I think the car is quick, but we struggled this afternoon with driveability which, in these conditions, made it even worse. The car seems good and Daniel did a very good job to be on the front row, so congratulations to him."
The Australian has made the step up from Red Bull's feeder team Toro Rosso to replace veteran compatriot Mark Webber.
"It was definitely a really nice first qualifying session with the team," said Ricciardo, who had moved ahead of Rosberg to top the timesheets before Hamilton snatched back the lead with a late lap.
"I'm happy for us to have a front row start -- it wasn't looking like this a few weeks ago, so I'm pretty pleased right now."
Magnussen outshined veteran teammate Jenson Button after the 2009 world champion failed to make it to Q3, though he was promoted to 10th after Williams rookie Valtteri Bottas was given a five-place penalty for changing his gearbox.
Alonso, the distant runner-up in last year's championship, had the edge on his new Ferrari teammate Kimi Raikkonen, who won the 2013 race ahead of the Spaniard with Lotus but will start 11th this time.
Raikkonen spun off and damaged his front wing, but by that stage had no chance of making the final session.
Toro Rosso impressed as French driver Jean-Eric Vergne qualified sixth and Russian 19-year-old Daniil Kvyat was eighth on his debut.
Force India's new signing Nico Hulkenberg confirmed his reputation as a canny wet-weather driver as the German qualified seventh, but Mexican teammate Sergio Perez was back in 16th.
Former Ferrari driver Felipe Massa will start ninth in his first outing for Williams, while Bottas was relegated to 15th.
It was a nightmare day at the back of the field for Lotus, who have lost not only Raikkonen but also team boss Eric Boullier to McLaren.
Romain Grosjean, who was seventh overall last year, will start 21st on the grid ahead of teammate Pastor Maldonado -- who couldn't even set a time after coming into Q1 late due to a power unit problem.
